rating and installing

Hi,
my friend and i have discussion about figures provided by google play for any app such as daily rating, total install, etc. my friend said that we can get review and these figures as the reference for evaluating an app. how fo you think about this? as i know, on google play some figures are not specific. when installing game apps, do you consider them?

Please help.
